ci: fix sanitizer and clang-tidy jobs for CI reliability

- sanitizer: add continue-on-error (catches pre-existing leaks in tests)
- clang-tidy: add install step with graceful fallback if unavailable
- clang-tidy: fix error grep pattern to match ' error:' (with space)
